I plan on doing this by creating a second thunderstorm noise, replacing the sound, and lowering the level of hearing, so you can only hear it near the ground. Not sure how to set it so it only does it over water though.

Is it possible to make them location dependant? Or is it for when a pilot ditches? I ask because it's either the sound of small waves lapping the shore or around an object.
Maybe something could be done by using some sort of special radio beacon from 4.10 to make the sound distance/area specific?
