The last video card oficially supported by the engine of IL-2 is the GF6800, all newer cards need to choose VideoSetupID=17.
This entry tells to IL-2 engine that your video card is not listed in the setup, is the "Custom" video card option.
So, you can to decide what is better to your card and not the engine of IL-2.

Ahh right, but I have a card higher than 6800, but mine is set on 3 and I still get perfect settings, anyway I'll change it now thanks!

What does the videosetupID=17 do?

It just presets certain settings, like to the max, extra stuff. What vid card do you have?

Are you playing in a Laptop?
If so, I'm sorry, I think your chipset doesn't have hardware shaders support, and the perfect mode is only for video cards with hardware shaders support.
But if you aren't playing in a Laptop, then you may think about buy a video card.

You can try this, for a last try:
VideoSetupId=17
ForceShaders1x=1

ForceShaders1x is for video cards that don't have Shaders 3.0 support or better.
