Try launching it directly from the exe with admin permissions. It's located in steamapps folder of steam.

So other then the gunsight with the plane in popping up when you start the game dose any thing else happen, like the screen go black or an error pop up???
Can you tell us what your systems specs are cammoammo and have you tried updating your graphic drivers?
Also you might what to check if you need to update java and your sound card divers.
Plus do you have AVG anti-virus running on your computer?

well first of ive tried about ehh 12 times err more and specs are
intel pentium 4 cpu 2.40 GHz
2 GB of ram
Microsoft windows XP home edition service pack 3
DX-whatever was on the disk

Hmmm... your specs do seem low, maybe it is because you do not have enough juice,

heres a more detail of what happens. i Double clix it steam window pops up 4 1sec gunsight apperes whith plane in it then screen flikers 2 times but it like the icons fliker on and off and thats it...

How long do you leave it on for after . ( gunsight apperes whith plane in it ) ?
