FANATIC MODDER-your name says it all! Welcome to my tech help topic.
Because of your user name, I feel bold enough to ask you get deep into this with me. You have the desire to get the best that you can achieve with your system. If you respond and allow us to have a conversation about your computer issues, then I will guide you to a clear conclusion in your mind about what things that can be done.
The GTX 260 is has some semi-strong points when looking at the specifications. The summary performance capabilities depend upon which version of the GTX 260 that you have.
It is overall an ordinary graphics card by today's standards, though some versions of the GTX 260 should be able to run OpenGL fairly well. In my opinion, operating any GTX 260 with OpenGL Maximum configuration and loading it with mods is out your reach for smooth frames. Before we quit on OpenGL, however, let's try a few things.
Try some conf.ini file tweaks.
Reduce the command line Effects= by one number and see if that helps. In my humble opinion, running the GTX 260 without overclocking it would leave you with no possibility of maximum graphics settings and Effects high. You just can't expect the best from it without taking drastic measures.
Warning: Overclocking is only for those who are experienced and knowledgable about such matters. I do not recommend it for novices.
FANATIC MODDER, I have some crucial questions for you before we continue:
1) List what you would be willing to abandon for graphics quality. Can you list them with the first being the one most willing to sacrifice? The second would be the next that you are willing to reduce, and so forth. Your choices can be found in the conf.ini file. Examples are water, forest, and land quality-among others.
2) What graphics characteristics are you unwilling to abandon? How do you feel about Perfect Water, for instance?
3) Since you have an nVidia card, are you willing to try nHancer? If you do, then you must preserve at least one copy of your non-nHancer configuration as a backup and also for comparison purposes.
I highly recommend one copy of IL-2 with no nHancer and another exact copy version of IL-2 with nHancer for comparison. This requires that you make a Profile in nHancer for the nHancer version of IL-2 in order to keep things clear and prevent unknowing application of a configuration to the wrong IL-2 version.
If you manage nHancer well, you will see at least some improvement with much work. By comparing the results of the two versions of IL-2, with and without nHancer, I am confident that you will likely see improvements. This is not for the self-admitted lazy person! I feel that you can handle it.
By now it should be clear to you that major reconsidering and actions are coming for you. Yes, you studied my tech help topic. Now you need tuturing. The decision by you to seek help is a good one!
>Please post the exact details of your computer system, including system RAM, specific type of GTX 260 ( there are several ), clock speeds of your GPU and CPU, any swapped hardware-post the latest in your computer case, if any. What is your graphics driver number? Include any and all changes that you have made to hardware, such as overclocking. Let me know what you are doing for cooling. The cooling can hinder IL-2 performance in some cases.
>Please post your NVIDIA control panel settings and one or two conf.ini file configurations by you. This will enable us to focus on diagnosis.
Your system needs to have a complete analysis in order to reveal your computer capabilities and possibly discover any special need.

There are laptop kits out there which allow much customization. Plus, my shop skills make anything possible.
I come from a long line of successful farmers on my father's side-centuries. Modern farmers are very smart! They have to be a mechanic, engineer, biologist, craftsman, accountant, detective, researcher, chemist, lawyer, public relations officer, spouse, father, mother (etcetera), and computer analyst, among other things. The modern farmer is a business person.
I will get a high performance GPU into a laptop if I must cut the case and attach a custom addition to the bottom which will house it. I am planning on liquid cooling. Yes, the thickness and weight of the laptop will increase, but it will still look like a laptop and be portable.
Customization makes anything possible.
