Beginner Need Help - too-cool - 29.04.2008

Is there a step by step guide for creating skins that also tell you exactly what program you need or can be used to create aircraft skins or modify them? I currently have Photo shop Elements, Page plus X2 and Photo shop Lite version 5. Very thankful for any and all advice available, would just like to create my own custom skins. Thanks TC
