Does this introduction of this section mean that all discussion of WIP Mods is to go here, and the WIP download section is to be reserved for the WIP files with developer comments? I need an education. :?

Yes it is, and subsequently restricted to the discussion/announcement of new WIP's...
So thus why this post thread has been moved to discussions.

You are a stern gatekeeper of that section Mags as this is the second time you have bounced me. So I announce a WIP mod in WIP discussions and post the link in WIP downloads?

Yeah announce your WIP in the discussions section, and once you're ready for downloading it post her in the beta download section. Just the one thread straight into the download section - if you have something ready; or if you wish to announce something whilst you work on it, I (or someone else) can move your announcement to the download section with the download link for you...
