Intel has recently come out with a new budget line, the "Allendale" that doesn't seem very impressive on paper (and the lower L2 cache definitely slows it a bit for pure crunching) but then you realize you can get 3ghz and beyond for 70 US dollars (and it has two cores!). I just built a system with this chip and we got 3ghz on the first try, max 3.6 but he wanted it to run colder than it was at that speed, the thing even handles supreme commander and most other games quite well, completely maxed out, with an 8800GS. We used the E2180 (which is stock 2.0ghz) but I think the other chips in the series (E2140, E2160) should overclock about the same, providing they are the "Allendale" type. Make sure to pick your motherboard carefully (it has to be LGA775), Gigabyte's DS3 series is good but my personal favourite is still ABIT's IP35-PRO and IP35-E -- gotten over 3ghz on every single build with those that I have done. Every single last one.
For il2 follow the multi core tweaks in the tweak guide (using winxplauncher to run the game on its own core) and this CPU performs almost identically to any other CPU of similar clock speed. For 70 bucks!

I have overclocked to 3.0 GHz --> fast as hell
The heating-Issue I have solved with an added Zahlman Fan (damn quiet) insert air from Tower-Backside ->CPU
It comes never over 40 C
