What do the parameters do? Such as period, count, etc.

How would you go about entering them in a mission?

Humm, it's not about mods :?
As I remember, when you place a V1-Ground, Period determines that "every X minutes", a V1 is fired and Count is the maximum number of V-1 that will be launch from the ramp
Of course you need to assign a target to this V1-Ground object

Do you have the patch readme file 4.07m.
This file explains the use of V1.
Otherwise I have in French.

I learned it by trial and error. The target of V1 is set by clicking 'Set' and stretching it with mouse. Put parameters for example TimeOut 0:0, Count 9999999 and Period 0:1 for 1 min interval.

Here is how a V1 looks in a mission file:
