Not particularly familiar with Vista, but make sure you're not installing it into the program files folder because Vista does not allow changes to any config files etc.
If you are putting it into program files make a new folder on the C drive like "Game Files".

I had same issue for awhile. My problem was the switcher, I made my settings for joystick while on 4.09m but when I changed to 4.08 m I would loose my settings they would go to default. So what I did was make my settings in 4.09m then go to 4.08m and set then everything stayed for me. Dont know if this will help you for I do not use vista, so good luck.

Canis, have you considered manually editing the "default.ini" inside "users"? Might take a few minutes but could be your solution. It appears that, for some reason, your "default.ini" is resetting "settings.ini" each time you start up the sim.

1. Save a copy of your default.ini from "users" in a location of your choice.
2. Save a copy of the settings.ini from "users/doe"
3. Delete the settings.ini from "users/doe". A new copy will be generated when the game is fired up next time.
4. Make a copy of "default.ini" in a work location. Manually edit the assorted commands you wish to change and "save".
5. Place this renamed file into "Users" and let it overwrite , or delete the original from Users first and simply drop the revised file in. Delete/replace might help avoid Vista undoing the changes.
6. It will build a new "settings.ini" in your "doe" folder on the next game startup.

In "Users'. be sure the all.ini format is:

Vista you say? everything is in the "users" sub-folder of your IL2 install.

But to make life the following is the text of the 2 files. Then put these in your "users" folder making default.ini read only.

File #1: Call it all.ini and past in the following.
