This is what happened to me:
I took away all the Ubisoft and Ubi Soft files because I had difficulties with 1946.
I received the load.ini error for every single map when starting to fly.
So I started from the beginning with IL-2, AEP, PF, and 1946 CD installations.

Uninstall the game (Completely)
Delete the old directory.
D/L and install CCleaner.
Reboot the system.
Run CCleaner and clean files first, then clean the registry.
Reboot the system.
Now re-install IL2-1946 + Patch to 4.08m
Run the game to check for proper function.
Next, copy the ENTIRE DIRECTORY to a new directory some where else. Call it "Baseline IL-2" or something. This will give you a base to start from should anything else go wrong.
Now install the UI 1.1, run the game to check for proper function.
Now install the UI 1.11 update. Again, run the game for proper function.
If all is well, you can now start adding the extra mods that you've aquired. Continue to check for proper function until you've got a proper running game.
If anything goes haywire and you can't fix it, delete everything in your IL-2 main directory and copy everything from your Backup directory back into the IL-2 root directory. That will get you back to a baseline stock install.
