lets say If I install mods to a folder and have all the installinations for mods to work and right click on the folder with mods and send it to my il2 game
will the mods be there?

This question is confusing indeed . . .
You mean if you copy a complete MODs-folder into the game?
It should work if you have the Soundmod/Modactivator already installed - if not
it will be only a folder that is ignored by the game . . .
I do a weekly backup of my MODs folder in case the game would crash unrecoverably.
That has happened once and I installed the game completely anew, then installed the soundmod and then copied my complete MODs folder into it: that worked flawlessly

Well, I'm not sure if I understood you correctly or not:
Do you have installed the "Starter-Package" for using mods or not: the Soundmod 0.93 or the UI 1.1
like you find here (The link is inoperative)
If you have it installed you can simply build up a MODs folder on a different location or even harddrive and then copy and paste the whole folder into your game, overwriting the Modfolder in the game (created by the Soundmod)
Problems can begin if some exe-based mods write also into other folder like the "files" folder for example.
But as I said, I'm not sure where you are. If you haven't installed anyy mod activating package the Mods folder has no meaning to the game executive and you will see no changes . . .
