I've looked everywhere and can't find the air.ini. file

Either in root\Files\com\maddox\il2\objects\
or root\MODS\STD\com\maddox\il2\objects\

Depends on your game set up.

I've got IL2 on D:\GAMES\Flight\IL2_1946UI, but if you used the default location, that's what it would look like.
