They are easy to make.

I have the pic like you see it without wind effects.

1.: cut out the plane and uut it on a new transparent layer.
2. go back to the first layer and create the Wind effect
3. select the layer with the copied plane and put it above the whole pic.

That all i think.
Now try it yourself.

If you want to fool everyone just a bit more, cut out the speedbar too, so it doesn't get changed by the motion-blur.

no, it don't work. i tried it myself several times to teach supersonic speed,(rusching down from 20.000m) even then it doesn't look so.
