Ship packs for il2 1946 - relic - 22.06.2009

Could somebody please help.
I am tryig to find ship pack 1or 2.
I am not sure how you put these into the game.
Under STD and objects should there be a Chief.ini and a ship.ini?

Any help is appreciated.
