click on the link, then save as in the message box.
you get it into your downloads folder and you have to extract it. Then copy it to

Your Main game Folder if its first folder is missions
Missions if first folder is campaigns
and so on

It follows structure (Example for Us campaign)
Il2 1946/missions/campaigns/US/Example Campaign/ and there are the files.

They are
-campaign.ini, here are the missions listed
-info.txt, here is the name and description
-(optional) a video folder, here are some videos used in it
-The missions, stucture like this
*example_1.mis
*example_1.properties
