I say look in the IL-2 manual
there is a section were it says were you can improve some objects.in the game.tree's, clouds and i think water also.

first can your vcard handle perfect water? have u adjusted the water in your config file? have u tried the current water mod with new and improved wave action? my water looks so good i wanna swim in it.

Just go to config.ini, and change water in OpenGL to water=3, or water=4...

By the way, are you running on DirectX or OpenGL?
