Ok I want to know if directx 9 is better than open gl? Which runs IL-2 better?

Performance is better with DX9, but visual quality suffers greatly.
OpenGL offers the BEST (Stunning) graphics for this game as the game was designed specifically for OpenGL.
The only problem is that in order to enjoy all the visuals the game has to offer, you need a good graphics card.
With the advent of the mods, you need even better cards due to the increased textures.
This is why a card that ran the game great in perfect mode 10yrs ago with all the settings cranked up will now bog down to a crawl.

At me, DirectX strutters with minimal graphs, and OpenGL runs about 100 fps with full graphs.

It depends upon your system. Really old and slow computers sometimes run IL2 better under DX9, but most computers today are far better with OpenGL.
