With an Nvidia Card it's in the Nvidia Controlpanel, where you customize your driver graphic-settings . . .
Ati card - no idea, but I suppose there is something similar to tune your custom settings.

Vsync settings cannot be controlled in IL2. Use your graphic cards control panel, it's usually in the icon tray (right side of task bar). I have an nVidia 8800 GTX, it's called "NVIDIA Control Panel", ATI is probably something else.
Open it up and you'll find a switch where you can force vsync either on/off or application specific.
Lots of other nice "goodies" there too to tweak your settings 8)
Hope this helps....

Be cautious if you don't know how to tweak your GPU you may be doing more harm than good. Always know what you want your Card to do and never go at it blind. Read what you can about your GPU then you can adjust your Card to your Game and not your Game to your Card.(GPU=Graphics Process Unit aka Video Card).
