How do you look at that and mess with it?

I have been trying to mod for a year but time constraints and that blackout on help has stopped me from making any progress.

Can someone walk me through this?

Sorry. I got further than you before I gave up editing Il-2. It isn't simple for those of us who've never taken the time to learn to program properly. That's probably a good thing (although I have plenty of ideas for new slot planes with corrected loadouts etc.)
