In the QMB missions you need to select "Scramble" to start on the ground, although it dosn't work on all the maps.

Ok but the problem remains in the single missions and career mode.

You need to change difficulty settings, and turn ON "Takeoff & Landing":

Main Menu...Pilot Career...Difficulty...Next...
and make sure the light is ON for Takeoff & Landing switch

or

Main Menu...Single Missions...Brief...Difficulty...
