With HSFX 4.1 the Hsfx History Mod has to be activated if you want to play a modded game on or offline.

Is there an accurate list of exactly which mods that were included in this mod and are not optional?

Only the optional mods to activate and deactivate were listed in the 4.0 and 4.1 read me files.
