how do you restart the engine or turn it back on on the ta-183 when you turn it off? when i press the 'engine' button it just says engine off. Plus all the other jets too

You have to be going fast to restart in air.

Boogabooga, that's only true for some propeller aircraft. These were usually started by a ground crew which turned a crank to turn over the engine. This is not visually represented in Il-2.

As for your difficulty with jets, you can only start the engine while parked at an airfield. Notice when you start an engine, you hear a buzzing sound like a little lawnmower? This is because jet engines were spun-up by a piston-powered starter that was operated by ground crew. If you look at a Me-262 photos you can see an attachment point on the tip of the fan cone. Modern jets are started by internal motors.
