I can download mods , I download forgotten countrys mod before , it would replace some country , that cause I have to reinstall the game again , so I want to know can I install as parts

... as said.... the answer to your specific question is just that : No


as for you problem with forgotten countries, what about just uninstalling forgotten countries if you don't want it?
It cannot screw up a game so you would need a complete reinstall.

Fogotten countries is not installable "in parts"
