Go to your Il-2 settings, then select openGL instead of directX. Make sure you have stencil buffer enabled. Set your landscape perfect. Open your conf.ini and go to the bottom. Change the value water=1 to water=4. Do you have ATI or nVidia graphics card?

If the weather is not perfect you can even see some of the waves breaking? Don't know if this is really so but I think.

It even works with Water=3.
By the way, don't forget to select Thunder. Then you will see the white foam on top of the waves.
