Check your config.ini file first and ensure Hardware Shaders =1 is set.
Next check your Nvidia Control Panel. Set it for balanced to start with then tweak to your preference.

Hi, Mastif
This is likely not the fault of your driver. Settings go back to default after a driver installation.
I'm sure that you know about my technical topic where I cover all the major issues. Included is how to get Perfect or Best Image Quality Configuration, especially on page 3 of my tech Sticky topic:

Focus on the Absolute Best Image Quality information.

thanks fire was waiting for you. I'm not having issues with the drivers but this happened after I updated to them. I can not get the ilset up to save any thing. and the config.ini will not accept any changes. no i have the admin rights, so I even reinstall 2.1 and same no let me save any thing, the ilsetup menu opengl will not stay in there...

Sounds like you're using Vista or Win7 and have the game installed in the default directory
... C:\program files x86\ubisoft\Il2 1946........
Files that are in this location that are considered system files (such as config files) store a back up copy when they are accessed. If you don't have FULL control, (disable UAC), when you exit the program after making changes, the new file is compared to the old saved one and if you don't have full control, the old one is put back in.
You can avoid this in two different ways.
1. Disable UAC
2. Move IL-2 to a different directory.

nope I know better than that, some how the new nvidia drivers corrupted the install .
My hard drive is 1.5 TB and has 4 partitions all my games are on D:\Games\I have full owner ship no UAC.

OK reinstall still no Perfect settings it show them there but will not let me use them. Is there something in the Nvidia control panel effecting this?

Could be Mastiff.
Check in the advanced settings in Nvidia Control Panel and then pull up the settings for IL2.
Make sure that your settings say to overide, not compliment.
That was my problem when I did a re-install of drivers.
If that doesn't help, you can try to completely remove the drivers using Driver Cleaner Pro. Hard to find now, but if you need it, let me know.
Remove all Nvidia Video Drivers, set your display to generic.
Next runn CCleaner and do a registry check to delete any Nvidia entries left behind as well as fix any errors in the registry.
Now reboot the system and then reinstall the drivers.
That will reset all the registry settings for Nvidia and give you a Clean Install for the drivers.

Yup, see, it's just like I said on TeamSpeak.
Readers clarification:
For Perfect Landscape Details, such as Perfect Water, you must handle the Anisotropic issues.
1) Force Mipmaps: NONE in the graphics card Control Panel. The graphics card Control Panel settings overide everything in IL-2. Control Panel settings and IL-2 settings must be in harmony.
For added peace of mind, one could make a Program Profile in the graphics card Control Panel with an executable file. This file is typically the il2fb.exe which is attached to the Profile to activate the settings any time the il2fb.exe is opened which happens when you start IL-2.
This is just what some people need to over ride graphics card driver gliches.
2) The IL-2 Setup Window (il2set.exe) must have
Texture Mipmap Filter: Anisotropic,
Texture Compression: NONE, and
Texture Anisotropic Extension Enabled. This is regardless of your other settings.
In my tech topic, I have a section for how to get Perfect Water, among other maximum image settings. The readers can get a tight grip on issues by going to my tech topic here:
