can someone tell me where can I get a program where I can create mods?
soundmods especially?

I would like to create a new mod for all planes in game !

I think you might need this, it shows which planes use what engine sounds.

You will also need to pay a visit to SAS yourself since I'm Offlimits there.

And you also might like to think about getting your game modded first if you haven't already.
