Wow... Oh my god... when I saw the first one I was already stunned! But the when I saw the third one it took away my breath... What is the brain behind these design? That are the most awesome utopic planes that ive ever saw!

That was supposed to be some kind of hovercraft-like thing using ground effect:

Though on the picture it looks more like being carved out of concrete...

Yes it glides over the water at very high speeds, while it was being built an american recon photo was taken and they couldn't figure out what it was being so big and having small wings.

There are also civilian aircraft(Single/Two seater, small, as big as an average car) using the same principle that also operate in Russia I believe, but these ones glide over the smooth snow and have Prop engines.
