Oh yes, it has those neutral after-war roundels.
It's a bit too hard for me to edit it and I couldn't find any good image to replace it either.

It's the default Finnish campaign background, at least in UP
missions->campaigns->FI->background.tga

I don't use UP or have that particular BG.
Just PM me with a link and I'll square it away.

I use my own Backgrounds.
