is there anyway to make my skins High Res?

No, IL-2 engine cannot support image files larger than 1024x1024.

Well you could start off with a 2048 by 2048 then paint it put in all your detail in it then resize it back down to 1024 by 1024 but that's about the best you can do in IL2.

True, but because you half the size again, and therefore half the detail, I doubt it is worth the time. If you had a template you could just paint on the template layers and see the results.

In fact it's down to one quarter of the original, 1/4 quality.

If you resize it by percent and not by pixel then it retains a lot more of the details.
