I think he wants to make country roundels. I guess so that he can select the country without having to make a skin for each and every plane with a roundel

I must say that your question is not so clear! but if you mean decals on planes? this method is for classic way moded 4.09m version,
but i thick it will work for other versions too! (test to see)
1. first you must use SFS extractor and extract det decal that you want to change or make a new one (better extract all).
2. Make this patch ..\MODS\my_decals\PaintSchemes\decals\Japanese (inside decals folder there are other folders, Finnish, German and Russian for these countries decals ).
3. if you want to make for example, Japanese decals the file name is JAR.tga ( edit it or put your own files inside Japanese folder after you have made them).
