I have a gts 250, is very similar to 9800, and it works very well with the HSFX 4.11.

If you have a Dual-Core CPU, then use ProcessAffinityMask=2 (no semicolon at the front, no ";" symbol) in your conf.ini file.
I remember that the HSFX 4.1 runs smoother than the HSFX 4.0, though I don't remember the technical reasons why this is true. Perhaps it is the option to run the JSGME Mods Enabler without Perfect Texutures mod and have it set with Low Effects. You would need to get the HSFX 4.1 to test it.

Look for the section about Perfect Water and other settings.
It is possible to get the Perfect Water with the 9800GT, but you will probably have to sacrifice something else. As long as you keep the settings for Perfect Water, then you can reduce mods or other graphics settings to be able to keep Perfect Water.
Once you get your system to run IL-2 the way you want, be sure to keep all your configuration. I used to make screenshots of the IL-2 Setup, NVIDIA Control Panel, and the conf.ini because it is the clearest way to preserve the knowledge of those settings.
