I'm fairly sure the static.ini is for "objects" only. You can raise and lower objects in the static.ini file by adding the lines:
AddHeightLive 1.2
AddHeightDead 1.2
The 1.2 refers adding 1.2m of height to the object. I've got about 200 men at various altitudes by using this trick and by using the CrimeaBarn and lowering it, I have a nice wide ramp for something.
Looking in the static.ini, you'll find the lines;
[buildings.House$46CraneBig1WHigh]
equals buildings.House$46CraneBig1High
MeshLive 3do/Buildings/46/CraneBig1_W/live.sim
MeshDead 3do/Buildings/46/CraneBig1_W/dead.sim
