It sounds to me the best approach is to have two maps. The first one for 1941, and the second one for 1942. To be historical, it sounds like no invasion attempt to be made for either. Also it sounds like anit-shipping missions should be the focus for the campaign, so that is a design eliment to consider. I could populate the harbors with static ships, and if the British sink some major capitol ships that could trigger the end of the campaign ... just some thoughts. That or just a % of a certain static ship type in addition to anti-shipping missions on moving ships.

If we did do an invasion attempt, I would probably use paratroopers. I would put a Tank factory (ie - supply_depot) and have a dropzone connected to it. If the Germans / Italian partroopers capture the dropzone / tank factory they then produce tanks on the island that work their way to the airfields.
