I had a no mods il2 loaded and got the same 95% lock when adding mods.
I fixed it by opening the 4.09b1m patch from here and extracted it to a new folder then copied the files.sfs dated 12/27/07 into my il2 and it loaded, still have russian load screen but there is a fix for that somewhere.

Priority is to get the damned thing to load, right?
