How to make 4.08m compatible with new maps?

Its not just texture files .... you'll need all meshes and their rga/tgb files for new objects ... updated static.ini ....

land texture are located in :

maps\_Tex\.....

extract (sfs extractor) fb_mapsxx.sfs files from 4.09b1m patch and you'll have them ...
