I would guess that he's asking people to think of those installing the mods on their games.
Some of the modders seem to work on the basis that they know what they're doing so everyone should.

But some of the installation processes for the mods can be a little hard to follow.
Most are great, but there are some that could perhaps be a little more user friendly.
