The 100mills bit for the N9 refers to the diameter of the reticle, i.e. it is 100milliradians in diameter.
So at 1000 feet range to the target the reticle diameter subtends 100feet. In other words an aircraft with a wingspan of 100feet would fit exactly inside the reticle at 1000 feet range.
The B17 in game has a wingspan of 103feet so its a good test aircraft to see if your reticle diameter is correct. At 304 metres the B17 wingspan should fit exactly into the diameter of the reticle.
