I agree with you, this is not really a mod since anybody can do this very easily and it won't really impact campaigns. You just have to give indications just like select highest rank or lowest rank or second lowest etc. rather than select group captain or whatsoever. But this is a detail.
Concerning promotion within offline campaign, i agree with you again, very difficult to set in a realistic way. On the other hand, we do not really need it except in some cases (simulate the carrer of a particular ace). The same for awards...
