I always presumed that DECLIN referred to the declination of the sun, but it could just as well be the moon, or indeed both. I lean towards it being the sun because the moon in-game has no phases and simply comes up every night at the same time with the same appearance.
I've not played about with it but if you know the Latitude of your map you should be able to adjust it so that the sun transits at the correct angle to the earth and for the correct number of hours. As we have just a Summer and Winter option one must assume that the setting applies to Midsummer or Midwinter days.
