I think the file you are looking for is,
smokegunTiny.eff,
smokegunsmall.eff, smokegunmedium.eff and smokegunlarge.eff, the last3 files are based on the first one, so if you change it maybe you must adjust them too.
not 100% sure but you can check it if you want.
smokegunTiny.eff => about the pipe's ships smoke or damaged small artillery smoke ? (not sure to understand...)
