Looks like Canon's Channel map and the the creator reduced the Gamma a tad and lightened up the contrast. Not a lot, just a little tweaking to both.
D/L Canon's Channel map as it has those textures and/or Flushy's Bumpification Mod which also improve the look of the game tremendously IMO.

As for the graphic settings, you can do that with your video cards tools.
