Whoa I just got this very same idea of controllable boats and seems that there are lots of others who have the same in mind. Good thing this thread came across! 
We already have floating planes, gun stations, 3d models of boats and torpedoes so all we miss is for someone to put them together
The boats would really open a whole new level of gameplay. And talking about other vehicles, no one yet thought of trains? It probably wouldn't be that fun to drive 'em but mapmakers could make for example traintunnels where you could drive for safety and ofc it's possible to slap those AA guns on the train for players to man
