If you ever want to make a really big map, you need a team and lots of time.
I agree with you completely for a map of this nature and size. While certain cities and historical areas need to be somewhat accurate, a map of this nature would be used differently than one for a much smaller area. BRUNS of high altitude would be the most common use but I'm sure there would be developed certain dogfights in key areas.
But this is only my opinion and a map of this stature and size should be somewhat easier to make due to lack of exacting detail as opposed to one for BOB. It wouldn't surprise me to find that those who are developing maps for BOB also in a short time of releasing the BOB map, release one of European size with less detail. Again just my opinion.
I only make Small maps because i usually work alone. I have now covered quite big area of Southern Finland. I want to make a grand campaing with Stock Finnsgulf map as a tactical map for transiton flights and high altitude bomber missions and my small DF maps for special subcampaigns. I also wanted to make tactical big map for Eastern Karelia, but that map is quite dull, because it was and it is mostly swamps, lakes ponds and forests and only few villages and roads.
If BOB SOW will ever make it to gold, i'm pretty sure that it can handle bigger maps too, fingers crossed!

EDIT:
I just calculated the size of my maps and they cover (in 1:1) small part of Southern Finland and i have put countless hours to make them.
