You start rolling on the runway at 100% power and at a certain speed it will auto fire. You have no control over the RATO units.

Then there must be something wrong because I must have taken off with them like twenty times and in none of the takeoffs did the rockets fire.

What speed were you at when you put your gears up? It'll get to around 330kmh or so at least with the rocket propulsion. You have to be over around 40kmh with engines lit up on blue flame which is around 80% and they will turn on
