I think you may be mistaken there. "Damage Model" refers to how damage to a plane or other object is handled by the game. Damage modeling of aircraft is very important because it determines how much abuse a particular plane can take, how tough or how delicate it is. In short, how many hits of what caliber or type it takes to bring down an aircraft, or how many bombs to sink a ship or destroy a target. Very important for online play especially, since the side flying a plane with less ability to absorb damage will be at a disadvantage.
This is why changing damage modeling of planes is very controversial. You would'nt want to join a server to find that the modeling for your particular plane has been changed by the host such that a single hit knocks you down every time. Or that no matter how many rounds you put into your opponent's plane it remains undamaged.
Changing the damage modeling for things other than panes is less controversial; many players contend that ships should not be so hard to sink, or that bridges and trains should be so easy to destroy, so there have been mods to change these.
