Rearm, etc., is really meant to be used with the Moving Dogfight Server, but it works, partially, in single player missions if Zuti version 1.01 is enabled.
First, will need to return to base and land. Then taxi off runway, shut down your engine and engage chocks. Then open your comms by hitting Tab and hit 8 "Ground Control". You should see the option "Rearm/Refuel/Repair" again as number 8. Hit it and select your option. You should then get a message saying how long each procedure will take.
In single play it does'nt seem to be able to do actual repair of battle damage, and I can't get it to rearm rockets, but it will refuel and rearm guns and cannon, and replace bombs.

I have been able to rearm rockets in MDS and COOP Missions, but the rockets take a long, long, long, long time, but they eventually rearm.
