There's always the old Primary Mod Activator v5.2, if you don't want any new sounds:

If you want sounds, then the ENG_Sound_Mod

but neither of these is compatible with the 4.09 patch...so I have to ask you man....WHY???
If you want a modded IL-2 game, thee are a few essential pieces that have to work together:
1. The modded il2fb.exe
2. The wrapper.dll
The two above files, in combination allow the game to look in the MODS folder and the Files folder for what it needs, before looking in the *.SFS files
3. The files.SFS
That one basically determines what the game version is, and dictates which of the various files the game should use when it loads up. (simplistically stated) At this point you have a modded game, but without anything in the Files folder or the MODS folder, everything in the game is stock.
4. Other files you may need depending on what you want added to the game beyond what is in the stock 4.08 or 4.09:
cockpits for AI only planes
sound files if you want anything other than stock
air.ini
static.ini
technic.ini
ships.ini
maps.ini
Probably more. So I've gotta ask again, man, why wouldn't you use a standard Mod Activator or Mod Pack? They take care of all that stuff for you.
Oh, and how could I forget buttons!! You're gonna need buttons at some point.
