The "HSFX History Mods" are found in the HSFX 4.1 or HSFX 4.11 switcher that is called the JSGME Mods Enabler. This actual executable is found in your HSFX registry, meaning the main registry of files for IL-2. Open the main IL-2 folder and scan down the list to a folder icon which is a big yellow "G" of the JSGME folder. If you right click on it, then you get a window of options on how to handle the folder. Look for "Create Shortcut" and click on it. After a shortcut is made in your registry for the JSGME ( sometimes appears last in the list ), then you drag it to where you want a shortcut. The few shortcuts on your desktop, the faster is your computing of IL-2, or performance in other words.
If you have Vista or Win7, then you can drag the icon to your Start symbol in the task bar and then keep dragging it to a spot just before the >> symbol and let it drop there. This will put it in the Icon Tab instead of your Desktop. The Icon Tab of the Task Bar is a far less impact against performance of graphics related things like IL-2 than the Desktop icons.
Once you get the shortcut for the JSGME Mods Enabler, you click on it to open the switcher. In the left column of the Mods Enabler is a bunch of mods. With the HSFX 4.1 and 4.11 add-on for it, the "HSFX History Mods" comes with it.
Remember that activated certain mods can sometimes turn ON or OFF other mods such as the mod campaigns. By the way, adding and managing your collection of mods is quite easy generally with the JSGME Mods Enabler.
Have fun with it!
