No luck with personel yet - perhaps its a better setting in "Video " options...I have them turned down for better FPS & r"Roads" turned off completely.I 've noticed that this means I have no track beds of the rail roads so trains float in air- maybe it effects other things as well? Maybe I 'll have to wait for a new graphics card down the road?

Its a setting on your conf humans=1; defaults to zero

To see the Persons on the ground you have to edit your confs.ini - the one in your "C:\Users\xxxxx\Documents\1C SoftClub\il-2 sturmovik cliffs of dover" folder - not the one in your game folder.

and insert this:

difficulty=9..
[sound]
SoundUse=0
speakers=-1
[core]
SpawnHumans=1
...
...

than you've got humans.
