your files are too big .... are you sure you have them as grayscale 8bit ?
as for map_T.tga .... without it you would have normal water and black land in FMB . It determines which texture will be applied at certain area ....

.. make map_c.tga ( 4x larger than map_h/T) .... white land and black water
than use MapC tool ( read it's readme ...)
map_c should look like this:
